Tract partnered with Frankston City Council to prepare the Frankston Metropolitan Activity Centre Structure Plan, establishing a long-term vision for the growth and revitalisation of Frankston's city centre over the next 20 years.
The project responds to significant investment, population growth and major infrastructure projects, reinforcing Frankston’s role as a major employment, health, education, civic and cultural destination for Melbourne’s south-east and the Mornington Peninsula. The Structure Plan provides an integrated framework for land use, housing, employment, public realm, transport and built form. Working closely with Council, stakeholders and specialist consultants, Tract developed a vision and series of strategic directions that support future growth while enhancing the qualities that make Frankston unique.
A key focus of the project was strengthening the relationship between the city centre, the foreshore and Kananook Creek. Through extensive urban design analysis, built form testing and 3D modelling, the project identified opportunities to transform these waterfront environments into vibrant public destinations connected by walkable streets, active frontages and high-quality public spaces.
The project also established a comprehensive built form framework to guide future development across the centre. Detailed recommendations for building heights, setbacks, solar access, public realm interfaces and urban character were developed to support investment and intensification while protecting public amenity and celebrating Frankston’s distinctive coastal setting.
The resulting Structure Plan provides a clear pathway for investment, public realm improvement and planning scheme implementation, helping to position Frankston as a vibrant, connected and resilient regional city centre.
Tract’s urban design and planning teams collaborated on Planning Scheme Amendment C160fran, supporting the implementation of the Structure Plan by embedding its strategic directions and built form framework within the Frankston Planning Scheme.
The project was recognised with a 2024 Planning Institute of Australia (Victoria) Commendation for Strategic Planning.
